What size show saddle would you put on a section A lead rein pony. He is about 11.3 and jockey is 4.

14inch is generally what a teeny starts in ...unless they are a lot bigger than the average 4 yr old

Every pony is different, every saddle is different. 14" would be a good average, but it really depends. Do you have a good fitter you can work with?

As said above, they're all different. I would ho with the saddle that suits the pony (child will grow quicker than the pony at that age!). My lead reins and first riddens have generally been in 15", unless particularly short-coupled) I had a 14" when my daughter was 3yo and just starting out, but it did neither her nor the pony any favours. She found her "centre" better in a 15", and pony didn't look as long in the back.... This is purely in my experience over the years, so each to their own x

As an example of a saddle commonly used in show ring for natives, the Fylde Hayden comes up at least 1" smaller than most other saddles, several other Fylde models come up small. I'd never put a 3 year old in one of our 15" saddles unless it was for occasional use and an adult was the main rider, they are bigger.
