You don't say how old the pony is/ when he was broken etc Also has he been checked over by a vet / physio / saddler?

if he hasn't already, get his back and teeth checked, that may be an issue? or he could just be trying to test you. i'd try getting someone to lunge you and keep him going! have you tried using your voice also?? that may also be another sollution.

Does the pony actually understand what's being asked of him? It's quite common if a pony's not been backed and ridden away correctly. It's not that they won't go, it that they don't understand that you want them to go. Have everything checked physically, you can rule this out then. And get yourself a good instructor in to help get you and your pony on the same wavelength. Get everything sorted at home before you try ridden classes again. Do carry on with the In-Hand though, it sounds like he understands that, and then with time you'll start achieving under saddle too. Good Luck
