Although some shows may set their own rules, It's usual that FR jockeys are under 12, sometimes 10 for FR SP.
Height for a FR pony is usually 122cm for SP or 128cm for M&M (some shows may set the limit at 128cm for either)
Maybe she could try some novice classes?

A 138cm show pony she can ride in sp classes until shes 15yr, but can do part bred welsh or arab classes any age with them. My daughter is 14 and still rides our 13.2 sp.
