Yes scrap the paper and start again You need to take him out into the garden not just send him and encourage him to wee using a command word. Paper and pads encourage the dog to wee in the house so it gets harder to train out. I use a very small crate while I am training and if I am going out as he wont usually wet his bed. Timing ever half hour to start and a treat and lots of praise if he goes outside ignore if he goes indoors just firmly take him out without saying anything It takes time with many dogs but most get it quite quickly Clean any areas he has weed on very well with biological powder or specialist cleaner for animal waste as even the faintest scent of wee will make him wee there again Just because he is little doesnt mean he shouldnt be trained to a very high level of obedience so get training everything else as well so he is an acceptable member of society. Sorry it is my pet hate that many little dogs are totally ignorant and are the cause of most of the trouble involved but the big dog because it can do so much more damage gets all the blame

When/ as she was wee'ing I'd say "wee wee's", I sounded an absolute idiot but still now at a year old she will wee on demand if there is anything much to come out which is useful when I put her out in minus temperatures just before bed as it means I'm not waiting around in my pj's! The only time we struggled was if it was raining outside as she hates the rain and if left to her own devices would just stand there waiting to come back in but 9/10 times I could put her out in the rain say "wee wee's" and we'd be sorted 30 seconds later If he wee's in the house I would pick him up and put him outside for a good few minutes. Be consistent, he will pick it up. Good luck
