Can we still enter novice classes if horse and rider are a new combination??

Depends on what the pony has won,
A novice should not have won an Open class as of 1st January in the current season. so you cant put a new rider on an open horse even if the rider is a novice.

He won the novice class last year and the restricted class also at chaps.

When he qualified for the restricted did he win the class? If yes then you must have won an open class as the qualifiers for the restricted finals come from open CHAPS qualifier classes.
My gut feeling would be, while it may not be strictly written in the rules that once you had won the novice finals, surely it is time to move on and up. He is a very nice pony and I am sure plenty good enough to seriously contest the open finals and be very successful.
