I don't want to sound rude or snobbish but a pony is said to be backed if someone can sit on it and even be lead round, the real work starts when trying to teach the horse / pony an understandable language through hand and leg. And then of course the owner must be capable of continuing the training. All too often I hear "I'm sending my pony away to be broken, they expect it to come home ready for them to just get straight on... but they have received no training themselve about how to continue. Choose the best you can afford for your pony and then make sure the future rider goes for some lessons on it before it comes home, so you're all working in the same way. Saves lots of confusion for the pony in the future.
