Are JMB's classed as passports or do they needs passports as well?

Hi,
I have just had my pony measured for the first time, and he has a NPS passport with his information in, and they have put another leaf in with his height certificate details on. I had to try and copy it to get him reg. bsps. difficult but I did it. My pony's passport number is also in the nps passport. All together.

Isn't the JMB one just a height certificate? Our JMB cert is in a cover identical to the passport but it is only a height cert.
