Was his coat ok last year?If he/she is healthy I'd be inclined not to worry, the old coat will be coming out soon and the Spring grass will be coming through. If the coat isn't right after the moult it might be an idea to get the vet to do some blood tests.

Shine comes from the inside out. Using a lycra body helps put a shine on the coat or a rug that has a nylon lining. Daily grooming and getting rid of the old coat as well. Diet plays a huge part, as you say pony is on a good diet with linseed and vegetable oil, you should be getting a good shine. I question whether there is too much oil being fed? Also, and you have probably covered this area as well, is your worming programme up to date? Try Baileys Outshine instead of the linseed and vegetable oil. We use TopSpec conditioner cool cubes with their balancer with some Solution Mash to wet the feed and I have to say the shine on our ponies winter coats is fabulous

Same as above about feed. If you are happy with feed have a look at haas brush kits. My friend has one for her Welsh and his coat looks like glass so shiny.
They are expensive for a set of brushes but they are lovely.

I changed into a new brand of feed a few weeks ago. It has reduced the size of feed, giving all the nutrients needed. Virtually no sugar content. Very very healthy. Probiotics & prebiotics in it and let me tell you my ponies are absolutely gleaming and I've not started brushing yet!!!!! Their coats are like glass

I agree with much of the above, but some horses do not shine as much as others, I have found. Chestnuts can in particular, ca have poor coats when changing them.
