A correct diet and sufficient roughage should be enough to help muscle development when in work.
Amino acids are what you are looking for and all balancer a should contain them.
For extra support I'd recommend equitop myoplast, this. Is pure Amino acid and works very well but the horse must be worked appropriately for it to have any benefit. Feeding it and not working the horse will see no difference.
It is really good stuff but expensive.

Muscle development needs both suitable protein to be fed and correct work to use the muscles you want to develop. As said, a balancer should supply the protein and all necessary micronutrients without adding significantly to her weight. If she needs to slim down perhaps address her diet as a whole - I'd say she doesn't need the pony nuts, just a handful of chaff with the balancer for the bucket feed and then think about the forage side of it - haylage can be very fattening.

I have found supporting my horses muscle development with the correct work, and supplementing it with Lysine which is a amino acid. This is what is in myoplast but much cheaper option. Correct work is the key though, my horse I have not rushed and now at the age of 7 has matured correctly and is looking and going fabulously.
