Get his eyes checked, but it doesn't sound like he has been desensitised to anything before breaking. If I were breaking a childs pony I would make sure that it would stand quietly while the stirrup leathers were slapped against the saddle so that they make a loud slapping noise and that he would lunge quietly with the stirrups down and banging against the saddle and his sides, although making sure stirrups are not long enough to bang his elbows. He should stand while a plastic bag/feed sack is rubbed all over his body. If he is bedded on something that comes in a plastic sack eg shavings then leave the empty bag in his stable for him to play with. He needs to be introduced to everyday happenings like lawn mowing, strimming, chain saws, radio and just general noise. All this needs to be done before he starts his ridden career as a pony that's frightened of it's own shadow is a danger to it's self and it's rider. A nervous pony is an unhappy pony. He needs taking right back to the beginning and broken properly

He was broken properly by someone who breaks them for a living .I have all the noises going on ,he is not the only pony on the yard so there is a lot going on .

With all due respect, just because someone breaks horses for a living doesn't necessarily mean they have done a good job. Go back to basics, like the above has said, he needs desensitising, lunging with stirrups down etc. There's no quick fix for it, you could try getting on of those dummies they use for breaking, I've never used one myself, but the dummy is made so it can stay on very securely, so if he bronks it will stay in place

Have to say if I sent a pony to be broken and it came back with all the issues that this pony has then I would be livid. The sound of stirrups on a saddle is something that should be dealt with during lunging/long reigning and is a very basic part of the breaking process. As Pipandwill says just because someone breaks ponies for a living it doesn't mean they are any good at it....

Thanks for your opinions ,I have worked vey quietly for several weeks and took him to what I thought would be a QUIET show but how wrong was I .The pony was much better and won and went reserve in the novice section .
