If there was one in the class it would qualify, as I understand it. I have never known a qualifier being withdrawn.

The judge can use their discretion and withhold the qualification if they feel the horse would not be up to it. That is with one competitor or 20. So I believe.

Yes I believe they can and do withhold qualification.
I heard a tale the other day of a qualifier with only one entry in........ the judge disliked it so much and awarded it second prize...!!!
