I had a pony with the same problem and I always ride her in a Courtlea numnah and wash her off when I have ridden her with a deep cleansing shampoo (the black one that Supreme make). It worked for me.

If this is what I think it is the vet gave us a course of antibiotics to get rid of ours and hibiscrub as she said it is a deep rooted problem (fly bites can make them flair up as well so we were told) it has done the trick and we had tried everything before.
