Going into the winter we have 3 welsh ponies which are well in condition .What feeding regime is best to get the weight off now that they are not in work .

I tend to let the winter slim them for me, here they get grass while there still is any, then hay at an amount calculated to be enough but not too much - not ad lib. Living out they do have stuff to nibble all day to keep the gut working. I do up the hay if it's cold and snowy.

If they are in I would soak their hay for 12 hours to take any of the nutrients out and feed that with a low cal balancer for their vits and mins. I suppose it does depend how overweight they are, but ponies are designed to gain weight through the summer and lose it through winter in their natural habitat as the calorific content is much lower in winter.

If they have to be in, then I would ensure they are using calories to keep warm so no rugs. Also ensure they use calories by working/moving.
