These are the rules from the nps web site for the novice class:
12. Fences:
(a) Height Spread

(b) (i) The maximum spread must be at the base of the fence.
(ii) Not more than three fences may be of maximum spread
(iii) Water jumps will be included in the Final but NOT in the qualifying rounds.
(c) The jumping phase will be taken first and any pony eliminated will not be required again. The ponies called forward to the final judging will be those with clear rounds, but those with 10 faults or more can be included at the Judge's discretion.
(d) Fences must be of a "hunting type" built with rustic materials and be as substantial as possible. The course must be free flowing to encourage natural paces in native ponies.
(e) The course must consist of a minimum of seven fences, one of which must be a spread. A change of direction must be included. If a hazard is included, it should be numbered and judged as a fence.
(f) A refusal is when a pony turns it's quarters to a fence or turns a complete circle in front of a fence, or stops in front of a fence and takes at least one step backwards, with any one foot.
(g) The ring itself must be an adequate size.
(h) No person other than the Judge and the Official Course Builder appointed by the Show is permitted to alter the course.
(i) It is recommended that competitors be allowed to walk the course on foot before their class.
13. Ponies may be galloped at the discretion of the Judge, but not more than one at a time.
14. At qualifying rounds all ponies forward for final judging must be stripped.
And these are the rules for the Junior Class:
MOUNTAIN & MOORLAND
JUNIOR WORKING HUNTER PONY CHAMPIONSHIP
1. There will be two classes at each qualifying round and the wording for these classes in the schedule must be as follows:-
"The National Pony Society/Berrington Stud Mountain & Moorland Junior Working Hunter Pony Championship." To be judged under the Rules of the NPS.
This competition is open to stallions, mares and geldings, four years old or over, which must be registered in the main body of their respective Mountain & Moorland stud books
Class 1:-
Ponies not exceeding 138 cms (13.2 hh). Riders must not have attained their 14th birthday by 1st January in the current year.
Fences 1’9” (53 cms) – 2’3” (69 cms) Max. Spread 1’9” (53 cms)
Class 2:-
Ponies exceeding 138 cms (13.2 hh) but not exceeding 148 cms (14.2 hh). Riders must not have attained their 18th birthday by the 1st January in the current year.
Fences 2’3” (69 cms) – 2’9” (84 cms). Max. Spread 2’3” (69 cms)
(a) (i) The maximum spread must be at the base of the fence.
(ii) Not more than three fences may be of maximum spread.
(iii) The width of water trays should not exceed the maximum spread in each
section.
(b) The first prizewinner in each class will go forward to the Final to be held at the NPS Summer Championship Show, Malvern in August. A pony may only qualify once. Where the first in the class has already qualified the pony standing next in line which has not qualified will be deemed the qualifier. Qualification may go no lower than third place.
(c) Those ponies qualifying after the weekend of 21st/22nd July will qualify for the
final to be held in the following year at the NPS Summer Championship Show.
(d) Riders may only ride one pony in each class.
(e) Qualifying rounds are open to both NPS Members and Non Members BUT ONLY the highest placed NPS ADULT MEMBER (standard or Showing), on production of their membership card in the ring, will be eligible to qualify for the Final. NPS Adult/Standard members will be required to upgrade to Adult/Showing to enter the Final. Qualification to go no lower than third place. Qualified Ponies must be entered into the NPS Competition Final within 14 days for the pony to be eligible to appear in the Final.
2. No pony will be eligible for the Final if the breeder or previous owners will be judging the Final.
3. Ponies to be trimmed only within their Breed Society specification. Manes must not be plaited and tails must not be braided. Judges must take special note of this.
4. All ponies must be within the height limits laid down by their respective Breed Societies. Ponies may be measured at the Judges discretion.
5. Ponies are to be shown in a suitable bridle.
6. Riders who have qualified for the (HOYS/RIHS) M & M Working Hunter Pony Championships before the 1st January in the current year are not eligible.
7. No change of Rider or saddlery is allowed between phases or during a phase. Protective boots may be used for the jumping phase only. Bandages and protective pads on ponies’ feet are not allowed.
8. Once judging has commenced, if a pony leaves the ring, it will be eliminated from the class.
9. Ponies may be galloped at the discretion of the Judge, but not more than one at a time.

QUALIFYING SHOWS
11. The Judge must be a member of The National Pony Society's Working Hunter Pony Judges Panel. At breed qualifying Shows the Judge must be either on the NPS Mixed Mountain & Moorland Judges’ panel or on the panel of the breed concerned.

In the event of a tie, the highest jumping mark, followed by the individual performance mark, followed by the conformation mark will prevail. If all 3 marks are the same the Judges decision is final.

15. Judges should take Breed Type and Manners into consideration when placing the ponies.
