PUK rules is any bit, so if it is a PUK class yes - but double check the schedule.

I've done this class at Cheshire, and really got stressed out over the bitting rules. Turned up in a snaffle, only to see everyone in Pelhams, doubles and all sorts! The winner was in a rugby pelham, second place a really long shanked double, third a snaffle.
As stated above, PUK rules are any suitable bit, but I suppose it depends on the judge whether they favour the ones wearing snaffles on the day.

Talking of novice bit rules under NPS - would you consider a tom thumb to be a snaffle?
