To get your pony working in a correct outline, he needs to be working correctly from behind and up into the bridle, may be a good idea to get yourself a good instructor

Enjoy your camp and take it all in they will help you with getting an outline. This is best achieved by riding forward into the bit not shortening the reins and pulling the head in. Aids from your back and legs not hands will do the job

Excellent advice above. I am currently backing and riding away my 4yo Section D mare. By riding her forward from my leg and seat, into a soft contact, she is already offering a good outline. When her work is more established, (I have ridden her 3 times so far), I will incorporate more transitions into her work. I like to use lots of turns, loops and circles into the work, then later introduce a bit of lateral work. This all helps to balance the horse and teach it how to step under with the hind legs. If you are not sure how do do this correctly yourself, please use a good instructor to teach you. The key is to have your horse working from behind, nice and forward and into a soft contact.
