I've seen it be used without a curb or two reins, so I can't see why not.. you can get away with anything nowadays! You probably wouldn't need a curb chain due to the action of the mouthpiece

Yes thats what I thought but I didn't want to buy one only to find it was against the rules lol! I really wouldn't need to use the curb, just thought it would make it look a bit more 'pelham-ish'

Have you tried Fylde Saddlery for a waterford butterfly pelham? They will make what you want

I use this bit on my welsh D as she hangs on the bit, however remember this bit has a completely different action to a pelham, it is designed to encourage the horse to sit back on its hocks and lift its front end up, I would be very cautious about putting a curb chain on it, they are also know as elevator bits

Whether it would be aceptable in a show ring I couldn't say. But the action is different to a pelham due to the much longer length of shank, from cheek piece to the mouth. This increases the poll pressure largely and I'd be wary of using a curb with it as the mothpiece would collapse in the mouth and I should think will just tighten around the entire lower jaw.
Desktop has explained the purpose of the Elevator well, it was initially a Show Jumping bit, to sit big horses on their hocks and lift the forehand, a head lifting bit. A curb however is a head lowering bit. So not really of the same purpose, even if you ignore the waterford mouthpiece.

Ahh thank you I didn't realise the opposing actions. So it will be fine with two sets of reins of I'm wary using the lower rein and just riding off the snaffle? I'm not looking for a lot of leverage, pony is happy in a waterford hanging cheek, just want to be able to use two sets of reins for open classes. Has anyone else seen this used on the show ring? Flo1 I will bear that in mind but trying not to get one made tbh as I like to change her bits often so's she doesn't get too used to one. I've bought one of these elevation ones and a French link pelham to swap her between for now.

Yes, it is intended to be used with two sets of reins. If you ride purely off the higher rein then the leverage won't be that much greater than that of a hanging cheek.
