I am not a mod but doesn't it make a difference how often or when the bumping occurs. It seems to me that you are allowed to bump after a certain period of time has elapsed but if you try bumping before then you get informed of error.

The mods are hard working and unpaid - they can't possibly spot all "bumped" ads, especially when there's a lot of other things going on with the forum that require their attention more urgently. Perhaps you should bring some of the others to their attention, rather than expecting them to trawl through every ad to see if it's been bumped early?

Think Nici has a point, the mods cannot be everywhere all the time especially as it is unpaid and there are lots of things for mods to "moderate".
I have seen a lot of ads where mods have put a note on re bumping too early so it is not like they are only picking up a select one or two.

like nici said the mods cant possibly go through each ad working out dates to see if an ads been bumped before the 14 days. There is an option to 'report to mod' for people to report when its happening.

You are able to report anyone breaking the rules by clicking the blue blue writing that says report post. That will alert a mod and action can then be taken. We are a bit short handed at the moment so please help us help you. Thanks.
