Any time after two as long as they are ready for it and you want to use them at stud, my current two as it happens were both 3yos as I was in no hurry to use them as I had other stallions to use. Number of mares would depend on age, not less than two though if running out as a one to one with a first time stallion is not ideal. My young A had two last year, the minimum as the state of the market is so bad but we want to see what he produces, you never know until they've had foals how they will turn out as sires.

You need to consult your breed society/stud book as the minimum age can vary. Connies are not inspected until they are 3yrs old.
