what bit does he have in? what type of horse is he? is he usually forward?

Have same prob with my TB. Very strong in the school. Don't get into a pulling match (he will win!) - half halts and keep your leg round him as you do so he's going forward into the bridle. Loads of transitions will get him listening to your leg and concentrating on something other than going forward. Stick with the snaffle

When my boy gets his strong head on I do lots of circles and surpentines as well which means he finds it hard to tank off in a straight line!

Circles, serpentines, figures of 8. Keep his mind busy. Lots of transitions. And sometimes you may find that just letting the reins go completly so he has nothing to pull againt works. I had a really strong little pony, in the end, I used to ride her on the end of the buckle so she couldnt pull me. Then when you pick up the contact they usually become much softer and light in the hand.

My boy does this sometimes. I always lower my hands lengthen the rein slightly to help soften the contact.

my old girl got worse over the years , of , showing, HT, hunting , SJ, and getting her fit was a real battle as she would endlessly try and tank off with me , i would do her fast work in a vulcanite pelham and roundings , but in the school this was a waste of time , all she wanted to do still was tank off , short of putting a brick in her mouth , or a piece of barbed wire , ha ha , i was stumped , so thought right go back to basics , and i put the mildest happy mouth back in her mouth , and bingo , sense and feeling restored , ,,,,, in short she was fighting me all the way , and she was winning ,,,,,, worth a try , or my old favourite for a cob ,,, Kimblewick

Fully agree with the Happy Mouth - my boy has a double jointed loose ring Happy Mouth snaffle - mildest bit you can find, he is strong and likes to get going but the more you fight the stronger he gets!

Id keep him a nice simple soft me that he will mouth and slobber in. Avoid just sticking in a stronger bit as it will only be a tempory mask of the problem and only make back to basics harder.
back to basics! plenty of transitions, circles and bending, my lad would take off and fix his neck, so keeping him supple and bendy will really help!
As hard as it is with something that wants to lean and pee off with you, try not to fight back and just ride with your seat and your leg.
