If this is "jug handle" tail where the tail hangs flaccid for the lower 2/3rds (looks like a jug handle) and is painful then you need anti-inflam from your vet. it usually resolves fairly quickly with treatment

This condition usually resolves itself in a couple of weeks. Anti inflam drugs can help speed recovery if you catch it on onset but also warm packs to the base of the tail can help if your dog is in discomfort. Otherwisw leave her tail alone is best. Often seen in working dogs and those that like to swim. Rest is important and keep her away from cold water until her tail is better

This happened to me twice with my dogs, the first time my dog was given Metacam, which helped her immensly, the second dog it happened to I thought they would do the same, but my vet reckoned that dogs that need their anal glands emptying sometimes do this, she emptied this dogs glands an by next day it was back to normal, so may be worth a vet check.
