You have not told us her breeding and size. Do you carry a schooling whip? The general rule is ask once, tell twice and on the third occasion insist, in other words if she does not respond to a squeeze to go forward twice use the schooling whip, that is what it there for. DO NOT KICK, squeeze once, then again and on the third time at the same time has a sharp tap behind the leg, repeat if needed, the best type of schooling whip is leather covered as it stops a horse curling around the stick, use your voice with your leg aids to reinforce to start with. I would school twice a week and maybe lunge on another day, does she have a day off? I asked about breeding and size as some breeds or types would naturally be more free going.

you would not expect a highland to be so forward going has a tb, although I daresay there are fizzy ones, concentrate instead on her being responsive and obedient, when she is fitter and mature I would expect a little more zing, maybe with the help of oats or high octane feed

I would say maybe she would benefit from 2 days off? Then she may be a little fresher? Remember as shes young she is going to find schooling, engagment and contact a little hard work. Keep excersises fun and simple at this stage. Maybe polework and small grids will liven her up a touch?
Red cell is a good supplement to try. Good luck.
