really sorry but if the saddle doesnt fit i wouldnt be using it, can you not do a swap or part ex for one that fits

I really would have the saddle checked. I widen the trees on mine where necessary (older saddles this is not possible though). A too-wide tree is not only close to the wither and often slopes downwards to the front, but also has uneven pressure at the front. A standard riser or wither pad addresses the front to back balance but doesn't address the uneven pressure.
For this reason I only like Mattes correction pads (see the post on adult riders on small ponies for more discussion!) - if you search Mattes pads on YouTube, and also look at articles I wrote on Horsehero.com, you'll see the whys and hows. But ultimately you should have the saddle checked.

If you put a pad under a saddle that is too tight it is just going to make it tighter, it's like us wearing a pair of shoes that are already a size too small and. Putting three pairs of socks on too, you feet would be killing!

sorry to be harsh , but you wouldnt put a child in a pair of shoes that were too small , so why put a pony in a saddle thats too tight ,,,, if need be go without , and ride bareback , better than causing irreparable damage with an ill fitting saddle ,
