call ur vets! they should be able to either talk over the phone or make an appt (with a nurse i expect) to talk to you and help you. where i work, we make appts with a certain nurse who knows alot about behaviour and the owner comes in and chats with her about it. usually its at least half an hour of chatting as there is lots to talk about!!! if the prob is too big for the vets to deal with they can put you on to a behaviourist/training etc. xxx

Don't bother with the vets and nurses a lot of time and money wasted yacking (the vets however good it a business) . Get the dog out and about even to a dog trainer in a class of other dogs when your dogs concentrating on you it won't be bothered about other dogs and it will be in a rewarding situation lots of treats praise etc or if you have a friend you can walk your dog with do that and the same thing practising recall sit stay will build up the dogs confidence also make sure you stay nice and calm and don't tense your dog will sense it x
