How do I encourage my daughter to put her heels down and instead of pushing her whole foot through the stirrup just pacing the ball if her feet on the stirrup?

Work without stirrups. She'll have to lengthen her leg and keep it in the correct place, should then be easier with stirrups.
It's not just the foot that needs to be in the correct position, but the whole leg.
Also, are her stirrups too long?

Tell her to keep stirrups where her toes start inline with the crease in her boot where her toes bend and that her feet need to stay under her bottom. Toes up to the sky. A good exercise is to get her to stand up in her stirrups in a light seat position (in halt to begin with, holding saddle or neck strap so she doesn't accidentally pull on reins) and stretch through the back of her calf and flex her ankle to keep her heels down - hold this position for a short while then sit down and you will see her heels will have dropped down, but her lower leg should be in the correct position too as she will not be able to maintain a balanced a light seat position if her lower leg is too far forward or back.

Depends on the age of the child on what instructions they can take in. But I am with Hack, if the leg (and seat) is right, the foot isn't usually an issue.
