I have a 12.2hh section C mare, good lines although not up to height and very shp like. Thinking of placing her in Foal, am I best with a small section D or an up to height C? Thanks

Depends on what you want to try to breed and what lines you want to use to compliment your mares.
If she's a SHP type she sounds like she isn't a 'typey' C, if you are looking to breed a C or D you will have to study the stallions very very carefully.

just because she is not very big does not mean that she will not have a bigger baby, look at the back genes to her blood lines.
However if she is not a good example of her breed should you use her has a broodmare? What do you plan to use the offspring for? It is very costly to breed even when you have your own land and own a stallion, there is little market out there and there are no guarantees of the outcome, , so you need to be certain that this is what you want to do.

Well Cs and Ds share bloodlines and have exactly the same detailed breed description so really your only question is of height. I'd be disinclined to use a stallion bigger than a hand taller than she is, especially if she's narrow for the breed anyway.
As said though, it depends a lot on your reasons for wanting to breed from her as to whether it would be a good idea to breed from her at all.
