i would get a physio, or someone of that nature to have a look at him , it maybe that his jaw/ poll/shoulder/whithers/back /tail, for want of a better woed , maybe OUT ,especially as you know that hes had a bad start

Maybe try something with more room for the tongue - cotswold sport equestrian do a tonge saver bit, there are various mylers, bomber bit happy tongue range or just a simple ported but will all provide more space for his tongue, hopefully making him more comfortable and less likely to evade the bit.

Crank nosebands by Fylde are fab for encouraging ponies to except the bit and keep the mouth closed
