I have a 143cm whp with no breed papers, she has a passport but, other than that, she's an unexpected arrival from a mare who came over from Ireland (I think she also had no breed papers). I had a look at the BSPS 2016 rules and, unless I missed something, there's no need for plaited ponies to be in a stud book or registered with a breed society etc as long as they have a passport (which is a legal requirement anyway) and a JMB height certificate.
However, on the membership application form for BSPS, there's a box saying 'state breed and certificate number', is this just for heritage ponies or am I completely lost?
If she does need a certificate number, she's an 'approved mare within the Arab Horse Society Premium Performance Scheme' if that counts for anything? We could also grade her in the preliminary studbook with the SPSS (Sports Pony Stud Book Society) if this would count for BSPS?
In short, does my pony need breed papers/certificate numbers to compete in BSPS plaited (whp RIHS/HOYS quals) and if so, how can I make her eligible for BSPS membership without any proof of her breeding?

Just put a cross through breed or put unknown. Plenty of whp have unknown breeding.
