I'm not a breeder so maybe unqualified to correctly answer but I would look at the height of the dam and sire and would expect the yearling to mature at more or less their height. However, there can also be a 'throwback' to a smaller or bigger height. Hope that helps a little

We have a pony that is standing around 13.2/3 at the moment his full brother who is 2years old currently stands at 14.1 they expect him to make 15hh even though the dam is 14hh and sire 14.2

The majority of mine have made 4 inches from a yearling if they are ponies.
Try measuring from middle of knee down cannon to coronet band. It will give you an idea of adult height e.g if 15 inches = 15 hands.
