?Alfalf/lucerne? fibre hay replacer cubes? Chaff of some sort or other? I wonder if your hay/haylage isn't nice, perhaps try a bale from a different batch?
Have you checked his teeth and mouth? Maybe it hurts him to eat.

I am a ch. Judge and have tried everything. Will not eat alfafa or timothy etc tried the most expensive seed hays and haylages with no success.. Loves grass but not ready grass. Feed him thirds and sugerbeet but just wish i could tie a haynet up.

Only trying to help. On here you have no idea who you are talking to - you could have been a complete novice. At least he's getting fibre, which as I'm sure you know he does need for the health of his digestive system, in the sugarbeet. Does he perhaps prefer his fibre soaked? I fed an old pony with bad teeth over one winter entirely on soaked alfalfa/SB cubes with a balancer. I know you said he won't eat alfalfa but have you tried it ground up and soaked? You used to be able to buy units for growing fresh grass hydroponically, I don't know if you can still.

Sounds silly but have you tried soaking hay/haylege wonder if the moisture will be preferable to his palette

It might be worth trying 'Just Grass' as the bits are shorter and firmer than Readigrass
TopSpec Zero is an oat straw chaff that's short and soft so possibly worth a look and also Baileys high fibre nuggets that can be used as a hay replacer and there are also grass nuts
There is a 'hay' available for goats that's the stems of pea plants that may give you something to put in a net, I'm not sure how suitable it may be for horses and I don't expect you could feed it in the same quantities but it's worth researching.
Also chopped nettles perhaps

You could try Allen and Page Fast Fibre which I think can be fed as a forage replacement.
