Loose ring snaffle should help with pony leaning on bit as will a Waterford snaffle or a Cherry Roller

Schooling has a big impact too, you have to not pull back at him and allow him to lean but insist he holds his own head up instead. He needs to work from behind and become light in front. Do you have outside help?

I agree a pony that leans needs to be encouraged to go forward and not have any contact which he/she will interpret as a signal to slow down or come round , I would completely give the reins and kick it on and with out any interferrence he should lift his head as his back end goes under to power forward . I think a bit with no poll pressure is best for this issue, so anything loose ring with the mouthpiece that suits him/ her best .

Agreed with all that, with the small addition that bits that are as flexible as possible are more difficult for a pony to lean on, so as well as a loose ring, double jointed, roller or even a waterford mouthpiece would make it more difficult for him to lean. But a new bit is NOT the solution, retraining him out of the habit is.
