How old is the pony? It may be due to health that the coat is sticking. If you've tried the obvious warm baths, furminator, rugging, rubber curry comb etc etc it would make me wonder if there's a health issue potentially underlying. Cushing/ems??? Or maybe it's just blooming cold still where you are. I've one who is still not quite out yet but no sooner do we have a warm day we have 2 cold ones to follow.

Yes we are by the coast and he is in Good Heath and winters out thanks any way.

A hot bath, and make certain you rinse in hot water, then rug, however do not forget that in the natural area for a Shetland it would only just be warming up now, they do tend to loose their coats later than a blood pony
