unless they've changed the rule you have to have a height certificate to register with bsps; I'm not sure what the point of this rule is unless they've changed that

It's as clear as mud. If it doesn't mean measurement on the day then does it mean, whilst a valid height cert is still required, BSPS registration to compete in qualifiers now won't be?
Current Rules ROYAL INTERNATIONAL HORSE SHOW Pony, Owner and Rider must be registered BSPS members before the date of qualifying R.I.H.S. Shows, and for the plaited classes only the pony must have a valid Joint Measurement Board Height Certificate.

I took it to mean that a measuring cert is now not required for BSPS classes unless you do the RI qualifiers.
I could be wrong but I always thought that previously a height cert was needed for plaiteds when joining BSPS full stop, an additional cost that's put me off joining personally.
If my understanding is correct it's a good move and will encourage new members

Shows, and for the plaited classes only the pony must have a valid Joint Measurement Board Height Certificate. quite clearly not clear as mud where does it mention no bsps membership for RIHS As previously stated you have to have a height certificate to register a pony with bsps to me this is more referring to that and possibly not needing a one now if you don't want to compete in qualifers

You now don’t need a current jmb certificate to register a plaited pony with the bsps, you must have a valid jmb certificate logged with the bsps prior to the date of the show to compete in a plaited RIHS qualifier. I think it will be great to encourage new members that don’t necessarily want to do RI qualifiers or have a novice pony to compete for the season. It’s great for me as I can do my society registrations in January like normal but I’ll leave having measurements done until just before the first RI qualifier I intend to do, it’ll save having all the expenses going out at the same time.

Simpler still if they made it clearer in the first place than having to clarify to all individuals who may later email for clarification. Several typing errors suggest they rushed to publish without reading what they'd typed first.

The effort you've put into typing out a thread whinging about how 'difficult' it is to understand this rule could've been more usefully put into typing an email direct to BSPS. Quit being thick (and awkward).

I agree with two points on this thread - the new rule is as clear as mud, and that it would be sensible to email BSPS with queries. To be fair, my understanding was that you always had to be measured prior anyway!

It does make sense to email the BSPS, if they get enough queries then in the future they will make certain they make things clearer, which in fairness this new ruling is not.
