Has the breeder signed for a transfer? Often they have, and the other owners can be bypassed, not as it should be, but works. Or if not ask breeder to sign it for you - you should have name and address in the passport.

I know this is of no help to the OP, however it does go to show that you should see the passport prior to agreeing to a sale or handing over any money.

And sign the transfer bit in the passport yourself when you sell any! I always used to fill them in for transfer with the buyer, and send them of myself to make sure. It is now possible to check with WPCS which animals are still registered in your name. I did and there were masses that I no longer owned - some long dead (and I always send passports back), and others sold with passport transfer bit signed but not transferred by new owners - much more common in those going to be ridden as anyone wanting to breed will need the animal in their name to register a foal.

Yes totally agree with advice given by Sarah P, just transfer straight to you and when selling always sign (and date if possible) this part of the passport, then not your fault when others don't follow correct procedures!!
