Long reining would be better than lunging as it will really get them using their back end!

Hill work - at the walk, briskly.

jumping & driving, when turned out a hilly field does too- hope that helps? Is it a poor quarter? immature? maybe just a time thing- be careful when lungeing as it can cause big weak hocks.

Yep, lots of hill work and transitions does wonders for the ponies.
Although, I always found lots of chocolate built up my bum, just not muscle!

is it for a ridden pony/horse? pole work under saddle is great, also not just poles on the ground but you can put poles up - say on bricks, makes them really pick up and use their hocks and helps them build up muscle to their behinds, long reining is also a great suggestion, also strapping is a good one and also gives you massive arm muscles!!!

strapping with a proper strapping pad works wonders on my pony. long reining is great aswell and raised pole work in trot really helps. if you have proper jump wings pop a pole on the first hole,a line of about 5 or so works well.

Never tried strapping on the lunge, that could be fun!
Correct schooling work but particularly transitions will work the entire frame, starting with the back end. I find the equi ami good if your pony is happy with something behind his hocks.

Polework (building up to raised poles) is a good way to compensate for lack of hillwork if you live in a flat area. Though a lot of places that are mostly flat will have some hills - eg our yard is up a short (20') ramp from the lane, backing up a hill in-hand can be very good for building up the bum/topline. I box out to hillier hacking when I can too (not often anymore sadly due to young family, but I used to go once or twice a week)
And as always, correct schooling and plenty of transitions (including the often over-looked transitions within a pace)
You can't put topline on with a feed, but correct feeding including good quality protein will provide the necessary building blocks for muscle development. And time/patience especially if horse has not been fit/conditioned before, or older/returning from injury.
