In Amateur classes are the grooms aloud to work the horse in before a class?
On Wednesday at Windsor I saw a hunter being worked in by a groom who works for a producer, the owner then jumped on trotted round once and went in the ring.
What is the point of the classes if the horses are set up for the rider before-hand.

There is nothing specific about this only about the producer themselves. I've seen this and horses being accompanied in the ring by producers grooms. If people are that desperate to get a rosette they will always find ways around the rules. I suggest you write to the SHBGB and ask them to take this into account for upcoming rule changes.
