It isn't too much of a problem and will come in time, there is just a small balance issue.
The only thing I would suggest is that he actually has his side reins on so that he can poke his nose for a second. I know this sounds daft, but having his side reins so he can't means he will rely on what is a tight support and he isn't carrying his own balance there and so won't actually improve, or some elasticated side reins. Then it is back to the transitions, transitions.
That sounds confusing, do you undersand what I am saying.

i have had thos problem first it was upward transitions then down ward transitions i have been long lining my mare with 2 long lines and we are there now i dont have alot of contact when riding as SO i found my mare relied on me to balance her she has now worked it out it is just time tho, good luck

Don't use side reins, swap for running reins, use only the lunge, lots of transitions & let him figure it out for himself. He cannot lean on running reins & if he chucks his head to resist he will only be fighting with himself & not you. Re-train the brain & the mouth will follow....
