C's are always the ones where you get a 50/50 split between the two, but i would say long purely because of the age of the rider How big is the pony??

Long. It is practically dress code to wear long boots on large breeds/over 14.2's

Long for large breeds IMO I wear short on my Dartmoor and long on my C. I'm 19 but would never wear long on the darty.
