well.. there could be a lot of reasons... if as a baby he was smaller nad being pushed off the teats, it could be to do with that. puppies do fight for the best teats on a dog and push the weaker ones off.
try feeding the pup on his own and making food time enjoyable. he may be nervous of eating around other dogs especially if he is the lowest in the pecking order..
you havent said how old the pup is.. sometimes it just takes a while for them to settle down.
spend more time with him and make him feel secure... the girl I have who has jsut had a litter was the most nervous of pups.. now she is a total asbo.. dont worry, jsut keep reassuring the pup...

i am always reassuring him... x please dont be offended by this, but stop reassuring him... It's this that makes fearful behaviour worse. As hard as it is, you must ignore his behaviour, be confident around him, and he will take confidence from you.

aha.. didnt realise he was 7 months.... agree with sands01.. it is reinforcing feaful behavious.. if he was a real small baby that is a bit different..
try a DAP collar..

yes i agree, stop reassuring him and a dap collar is fantastic, however dont expect a drastic improvement. In the DAP collar, it has a pheramone that the b*tch releases for her puppies. As yours is still with you, it might not work so much in the house but could be beneficial outdoors.

I disagree... the DAP collar didnt work for my dog.. so anyone using one.. dont automatically think it will work for your dog.. was an expensive mistake for me.

stop fussing/reassuring him ignore any silly behaviour and ignore fearful behaviour and dont make it into a big deal definately take them out separtely - if the bi*ch plays up he will picl up on this... also he will rely on any other dogs 100% for reactions etc.... training classes too..... purely for socialisation.... people seem to think that just because you know how to train a dog you dont need training classes... not true... i went purely for socialisation with my dog and now she loves everyone (she was also a nervous wreck for no reason!)! good luck

also.. if there's anyone who does dog day care in your area, ask if pup can go maybe a couple days a week..... esp if they have a large indoor/outdoor place to run about in... this will also socialise pup, but away from fussing owner (sorry) and let him learn from other also well socialised dogs.
