Why are Jack Russell's not a Kennel club registered breed but the parson Russell is? I've always wondered about this and will the jack Russell ever be a Kennel club breed?

Think it's because the parson is a specific breed and the Jack Russell isn't, Parsons always have the same shape, length of leg neck etc whereas the Jack Russell varies in leg length , height etc. I've had a Jr and now have a Parson and they are quite a different in all respects .

But there is a JR Club outside the KC for working ones, an ex-neighbour of mine was Sec. Probably been going far longer than the KC Parson, like the ISDS for working sheepdogs was in existence, recording pedigrees and registering stock, before the KC started with them. And the JR Club ones were a consistent type with the longer legs, no Queen Anne short ones!

I have an JR that is registered with the Irish KC. She's got proven 10 gen JR to JR breeding with no out-crosses (thats where the black and tans come from, probably got border or something in them) Check out Cumbreck Jack Russells website, its where I bought mine from and its very informative and will explain a few things about the breed for you.
