lots of transitions and deep breaths help to calm ponies down, or doing some work on a loose rein from time to time (if you can)just helps relax them so they are less likely to bolt. How about a bit that they can't get hold of? maybe a waterford, the one with lots of joints? someone told me they can be quite good.

Has this only just started to happen? Have you checked the saddle fit, his back, his teeth? Is it only out hacking, or only at shows?
You could maybe experiment with a bit that has the action of raising the head, maybe a wilkie snaffle as this has a gag type action? Or a waterford as suggested, or something with rollers so he can't lean on it?
Are you a young rider? Could someone older and stronger have a ride and see what they think?

thanks for the advice i will put him in a waterford and relax. and no he has done for a while now we have had a new saddle,teeth done bakc done and everything and i am a youg jockey

What about some lessons? Sometimes it's easier to see what the problem is from the ground.
